Uhhh.. splash has 40 pp (maybe 45 or 50 but i'm not sure) that means a pokémon can use it only 40 times an then it uses struggle that DOES DAMAGE also after using transform pokémon have only 5 pp of each move enemy has, so after 5 splashes piggies should kill magikarp with struggle attack.

Transform only copies 5 PP worth of each move. Bad Piggies would run out of PP and start using Struggle, so they'd win in 6-7 turns total. No way would this last an hour. =_=;
