Minueling "Danger" Hex splash has 40 pp, even if all the pokemon know only splash, the battle would only last 40 rounds before the pokemon start using struggle, because pokemon cannot learn the same move more than once to increase the pp.

Uhhh.. splash has 40 pp (maybe 45 or 50 but i'm not sure) that means a pokémon can use it only 40 times an then it uses struggle that DOES DAMAGE also after using transform pokémon have only 5 pp of each move enemy has, so after 5 splashes piggies should kill magikarp with struggle attack.
